IV International Scientific and Practical Conference
“The great economists and great reforms”
“Lost Chance or the Last Valve?
(On the 50th anniversary of the “Kosygin” reforms of 1965).

Moscow, Financial University, 15-16 October 2015

The conference will be devoted to the 50th anniversary of the “Kosygin” reforms aimed at improving the economic independence within the framework of the socialist economic system.

This conference is the IV-th International Scientific and Practical Conference held in the Financial University of the series “The great economists and great reforms.” The very first conference in this series was held in the autumn of 2013 and was dedicated to the 80th anniversary of F.D. Roosevelt reforms, second and third conferences were held in 2014 and were dedicated to the 290th anniversary of respectively the “Book of Poverty and Wealth” of the first Russian economist I.T.Pososhkov and the 110th anniversary of the birth of Chinese reformer Deng Xiaoping.

The purpose of the conference is the analysis of Soviet and post-Soviet experience of socio-economic reforms, identifying institutional traps that hinder their development. Discussion of the fate of reforms in 1965 will raise the debate of common problems of the Soviet economic model and the formation of post-Soviet Russia’s efficient economic model.

The task of the conference is identifying ideas and opinions on the above indicated problems, discussion of vague and controversial issues related to the global economic system crisis looming today in the world .
In September 1965, the Chairman of USSR Council of Ministers Alexei Kosygin announced the official government reform. The main ideas of this reform, which has developed the concept of Kharkov economist Evsey Lieberman, were self-supporting “3″ – self-sufficiency, self-financing and self-management. However, a few years after the introduction of the reform, some modifications to it significantly changed and emasculated its general thrust. Failure of “Kosygin” reforms led to the fact that in the last 20 years of its existence, the Soviet economy functioned via predominantly extensive mode of economic growth, losing out competition to the developed countries of the West.
The Conference will be held September 23-24, 2015 at FGOBU VPO “Financial University under the Government of the Russian Federation” at the address: Moscow, Leningradsky Prospect,. 49.
Scientists, professors, graduate students, as well as all persons interested in the issues concerned are invited to participate.

Conference working languages: Russian, English.

TERMS OF PARTICIPATION:

In person; direct participation in the conference required and the publication of materials.
Attention !!! To participate in the conference it is necessary:

• Application for participation in the conference (see. Appendix 1) and paper abstract of no more than 20 000 characters should be sent prior to May 1, 2015.
• The results of the competitive selection will be announced no later than July 1, 2015.
• After confirmation of receipt of the request, the conference atarax precio program and personal invitations will be sent to the participants.
